Coverage & state pipeline

There is no single national API for childcare licensing. Each state is onboarded through the same five-stage pipeline.
1. Discover

Search state and city open-data portals (Socrata, CKAN) and score candidate datasets for licensing, capacity and inspection signals.

2. Register

Promote a candidate to the source registry: endpoint, identifier, expected fields, refresh cadence, known exclusions. Status: to_validate.

3. Harvest

The generic connector pulls every record, validates the live schema against expected fields, stores raw payloads with retrieval time and diffs against the previous run.

4. Normalize

A per-source adapter maps raw rows to canonical facilities, operators, inspections and violation occurrences, with provenance on every fact.

5. Validate & publish

Referential integrity, duplicate, count and freshness checks; then versioned JSON shards are published. Only now is the source marked implemented.

A state is not “covered” because it has a public search website. Coverage requires a validated, harvestable source. Portal-only lookups stay discovery targets.
